Katara is only 14 and Aang is only 12 and Zuko is only 16. At such an age, little is set in stone. While I do lean toward Zuko and Katara, they definately did not have enough time to form a deeper bond so close to the end of the series. Not to mention the Damage Zuko did when he betrayed the trust Katara extended him in the end of season two.
